HARYANA PUBLIC SERVICE COMMISSION, PANCHKULA


Closing Date:- 01.02.2010 (08.02.2010 for applicants from Forward Remote Areas i.e. State / Union Territories ot North-East Region, Lakshadweep, Andaman & Nicobar Island, Sikkim, Ladakh Region of Jammu & Kashmir and Pangi Sub-Division of Himachal Pradesh).

The Haryana Public Service Commission invite applications from eligible candidates for the recruitment to the following posts/ services:-

(I) RECRUITMENT OF TWENTY FOUR POSTS OF ASSISTANT TOWN PLANNER (GROUP-A) IN TOWN AND COUNTRY PLANNING DEPARTMENT, HARYANA, OUT OF WHICH FIVE POSTS ARE RESERVED FOR SC OF HARYANA, THREE FOR BC OF HARYANA, ONE FOR EX-SERVICEMAN OF HARYANA & ONE FOR PHYSICALLY HANDICAPPED PERSONS OF HARYANA ONLY.

Pay Scale:- Rs. 15,600-39,100 (PB-3) + (G.R 5400/-) Age:- Not below 21 years and not more than 40 years as on 01.02.2010. Essential Qualifications:

i)      A post graduate degree in urban and regional planning/urban planning/ regional planning/M.Tech in planning (Urban, Traffic and Transport, Housing Infrastructure), or equivalent making the holder eligible for associate membership of the Institute of Town Planners, India.

OR

B.Tech degree in Planning from a recognized Institution/University with two years experience in the field of Town Planning under a qualified town planner.

ii)     Hindi/Sanskrit upto Matric Standard.

(II)RECRUITMENT OF FORTY (40) TEMPORARY POSTS OF AYURVEDIC MEDICAL OFFICER (CLASS-II) IN HEALTH & AYUSH DEPARTMENT, HARYANA, OUT OF WHICH EIGHT (8) POSTS ARE RESERVED FOR SCHEDULED CASTES OF HARYANA, FIVE (5) POSTS FOR BACKWARD CLASSES OF HARYANA AND TWO (2) POSTS FOR EX-SERVICEMAN CANDIDATES OF HARYANA ONLY.

Pay Scale:- Rs. 9300-34800+GP-Rs. 4800+25% NPA Age:-Not below 23 years and not more than 40 years as on 01.01.2010. Essential Qualifications:

(i)    A degree in Ayurvedic system of Medicine from any University or Institution recognized by the Govt.

(ii)   Knowledge of Hindi/Sanskrit upto Matric standard.


(III)RECRUITMENT OF ONE PERMANENT POST OF MANAGER (PERSONNEL) (GROUP-A) IN WAREHOUSING CORPORATION, HARYANA.

Pay Scale: Rs. 15600-39100+6000/- G.R

Age: Not below 25 years and not more than 45 years as on 01.02.2010.

Essential Qualification:

1. Master of Business Administration (Personnel Management) with five years experience in Government Department or Public Sector Undertaking or Commercial Organization of repute on the post carrying pay scale not below the pay scale of post of Class II in the Corporation. (Note: The pay scale of Class-ll post in the Corporation is Rs. 9300-34000+ Rs. 5400 GR

The gross monthly salary of the candidate with experience in private organizations must not be less than Rs. 20,000/- per month in the last 5 years to be equated at par with Class-ll post in Govt. Department or PSU).

(IV)RECRUITMENT OF ONE PERMANENT POST OF SECRETARY (GROUP-A) IN WAREHOUSING CORPORATION, HARYANA.

Pay Scale:- Rs. 15600-39100+6000/- G.R Age: Not below 25 years and not more than 45 years as on 01.02.2010 . Essential Qualification:

1. Graduate with degree from the Institute of Company Secretaries of India with 5 years administrative experience on the post carrying pay scale not below the pay scale of post of Class-ll in the Corporation. Person with L.L.B. degree will be given preference. (Note: The pay scale of Class-ll post in the Corporation is Rs. 9300-34000+5400 GR

The gross monthly salary of the candidate with experience in private organizations must not be less than Rs. 20,000/- per month in the last 5 years to be equated at par with Class-ll post in Govt. Department or PSU).

The experience gained after obtaining the degree from the Institute of Company Secretaries of India is to be counted. The requirement of LL.B. degree is not mandatory and can be obtained by the candidate any time in between.

(V) RECRUITMENT OF TWO (2) TEMPORARY POSTS OF SUB DIVISIONAL ENGINEER (ELECTRICAL) IN HARYANA URBAN DEVELOPMENT AUTHORITY.


  1. Scale of Pay: Rs. 9300-34800+Rs. 5400/-.
  2. Age: Not below 17 years and not more than 40 years as on 01.02.2010.
  3. Essential Qualifications:


(i)           BE/B.Sc. (Engineering) in Electrical or equivalent from a recognized University.

(ii)          Knowledge of Hindi/Sanskrit upto Matric standard.

(VI)RECRUITMENT OF NINE PERMANENT POSTS OF DEPUTY SUPERINTENDENT OF JAIL (MALE) (GROUP-B), ONE POST RESERVED FOR SCHEDULED CASTE OF HARYANA, ONE POST RESERVED FOR BACKWARD CLASS OF HARYANA AND ONE POST RESERVED FOR ESM OF HARYANA ONLY IN HOME (JAILS) DEPARTMENT, HARYANA.


  1. Scale of Pay:- Rs. 9300-34800+Rs. 4000 (Grade Pay) while during the prescribed training of 30 months, direct recruif will get Rs. 9300/- per month i.e. minimum of the scale of pay.
  2. Age:-Not below 21 years and not more than 25 years as on 01.01.2010.
  3. Essential Qualifications:


(I)     Degree of a recognized University in Arts or Science.

(II)    Knowledge of Hindi/Sanskrit upto Matric Standard.

(III)   Preference will be given to candidates holding degree or diploma in Criminology.

(IV)   Has Minimum height 57″ (170cm) 5’5″ (165 cm.) in case of Dogras and Gorkhas (i) 33″ unexpanded and (ii) 34 V?” expanded.

(V)    Provided that persons fulfilling the above conditions who are also sportsmen shall be given preference.

(VI)   The candidates selected for appointment will have to undergo prescribed training for 30 months or in the manner as decided by the Govt, at the time of appointment.

Note:- Relaxation in upper age limit for all posts in the case of SC, BC, ESM, Candidates of Haryana will be given as per existing Government Instructions (Wherever posts are reserved for them).

The prescribed essential qualifications are minimum and mere possession of the same does not entitle candidates to be called for interview. Where the number of applications received in response to advertisement is large and it will not be convenient or possible for the Commission to interview all these candidates, the Commission may restrict the number of candidates for interview to a reasonable limit on the basis of qualifications and experience higher than the minimum prescribed in the advertisement or by holding a screening test or any method devised by the Commission.

For supply of Application Form and detailed information a candidate may write to the Secretary, Haryana Public Service Commission, Bays No. 1-10, Block-B, Sector-4, Panchkula by remitting Rs. 500/- for candidates of General Category including Dependent sons/daughters of ESM of Haryana and Rs. 125/- for the candidates of SC/BC/ESM/PH (with at least 40 % disability) of Haryana only through Indian Postal Orders or Treasury Challan or Bank Drafts (from any branch of Scheduled Bank of India) payable to the Secretary, Haryana Public Service Commission, Panchkula with self addressed (with PIN code) envelope of 24x11cm size duly stamped with Rs. 40/- for registered post upto 24.01.2010 only otherwise thereafter application form will not be sent and on cash payment at the counter from 10.00 A.M. to 1.00 RM. and 2.00 RM to 4.00 RM on all working days. The candidate must write his/her name, address in block letters, name of the post for which application form is required, category of form i.e. General or Reserved (SC/BC/ESM/PH of Haryana only) because there will be two sets of application forms-one for general category including dependent sons/daughters of ESM of Haryana and another for reserved category and no reserved category application form will be considered for general category candidates. No application form will be supplied to those candidates who do not remit the full prescribed cost of application form and envelop as stated above. No extra fee, other than the cost of application form as stated above, will be required to be deposited alongwith the application Form.

General Clarifications:-

  1. Indian Postal Orders or Treasury Challan or Bank Draft issued after or on the date of publication of tbis advertisement and till the closing date and payable to Secretary HPSC, Panchkula will only be accepted by the Commission.
  2. Incomplete application form i.e. without proof of age and the minimum required qualifications will be straightway rejected without entering into any correspondence.
  3. The eligibility of candidates with regard to qualifications will be determined on closing date for receipt of application forms.
  4. HPSC will not be responsible for any delay on the part of Postal Department or Courier Agency and all the applications received after the closing date will be rejected outrightly.
  5. Incomplete application forms or unsigned application forms shall render the candidates ineligible.
