In compliance of the directions dated 8-10-2009 of Punjab & Haryana High Court in CWP No. 6060/2009 and 2736/2009 and further directions dated 18-2-2010 issued in CM No. 2043/2010,20262 & 20634 of 2009, RA N0.-477 of 2009 in CWP NO.-6060 of 2009 and RA N0.-476 of 20O9 (O&M), the Govt, of Haryana vide its letter No.-66/38/2008-2S Hi dated 29-3-2010 has reserved ONE post of H.C.S. (Executive Branch) for Physically Handicapped (Partially Blind) category candidates resultantly reducing the number of H.C.S. (Executive Branch) posts meant for General Category from 15 to 14 posts.
Now in partial modification of the Advertisement N0.6 puhlisheri on 4.1.2009 the revised category wise breakup of 26 posts of H.C.S. (Executive Branch) is as under:-

Accordingly the Haryana Public Service Commission invites applications from all eligible candidates of Physically Handicapped (Partially Blind) category for recruitment to one post of H.C.S. (Executive Branch) which is reserved for Physically Handicapped (Partially Blind) category only.
Note:
(i) The Preliminary Examination is likely to be held on the 17-5-2010 (Monday) at Panchkula. Admit Cards to the eligible candidates will be sent in due course.
(ii) This Examination will be conducted in accordance with the provisions contained in H.C.S. (Executive Branch) Rules. 2008 (amended from time to time) and H.C.S. (Executive Branch) and Allied Services & Other Services Common/Combined Examination, Act 2002.
(iii) A Physically Handicapped (Partially Blind) candidate who wants the help of a scribe for writing his/her papers, will have to apply to the Commission for the permission of having a scribe separately well in time i.e. at least 10 days before the commencement of the examination. No such permission to engage a scribe will be granted by the Centre
Supervisor in the Examination Centre.
- ESSENTIAL QUALIFICATIONS: Candidates must possess Degree of a recognized university of Bachelor of Arts/Science/Commerce or an equivalent degree of a recognized university as on 21-4-2010 (i.e. closing date)
- AGE: (a) A candidate who had applied in response to the
Advertisement N0.6 dated 4-1-2009 should not be less than 21 years and not more than 40 years of age as on 1-1-2009.
(b) A candidate who did not apply in response to the Advertisement No. 6 dated 4-1 -2009 but is applying fresh against this post should not be less than 21 years and not more than 40 years of age as on 1 -1 -2010.
Upper age limit is relaxable upto 45 years for the Physically Handicapped (Partially Blind) candidates of the following categories:-
Un-married women of Haryana State only.
Women of Haryana State whose husbands have been ordered by civil/criminal courts to pay maintenance to them; women whose husbands have remarried; widows; women who are legally separated from their husbands or have been divorced; women living separately from their husbands for more than two years because of desertion; wives of serving disabled military personnel and widows of those who were killed in action. Women living separately from their husbands due to desertion will be required to submit with her application, an affidavit to the effect that she has been deserted by her husband and has been living separately from him for more than two years and this affidavit should be countersigned by two responsible persons such as members of the Legislative Assembly, Local Bodies Panchayats and the Bar Association. Where however, a woman who has re-married she would not be eligible for the above concession in the matter of age.
Note: The Physically Handicapped (Partially Blind) candidates who had earlier applied for and appeared in the H.C.S. (Executive Branch) & Other Allied Services Examination -2009 will be considered only for the Allied Services where the posts have been reserved for them and not against this post However, if any such candidate wants to compete for this reserved post of H.C.S. (Executive Branch), he will have to apply again only for this post. For this purpose he is required to apply again in the prescribed application form which will be supplied free of cost on production of proof of having appeared in 2009 Examination. A candidate will not allowed to appear in this examination if he/she does not apply in prescribed form for this post.
The candidates who appear now will only be considered for this post and will have no claim for the posts of Allied Services for which examination has already been conducted by the Commission.
SCHEME OF EXAMINATION
The examination will consist of the following stages:-
(i) Preliminary Examination (Objective Type/Multiple Choice)
(ii) Main Examination (Conventional Essay/Descriptive Type)
(iii) Viva-Voce/Personality Test
(a) Candidates fifteen times the number of advertised post in order of merit of the Preliminary Examination will be admitted to the Main Examination.
(b) Candidates thrice the number of advertised post in order of merit of Main Examination will be called for Viva-Voce.
(c) Candidates who qualify for the Main Examination will have to apply again on separate application forms which will be supplied after the declaration of the result of Preliminary Examination by the Haryana Public Service Commission free of cost.

(Executive Branch) and Other Ailed Service Examination1 which can be obtained from the office of H.P.S.C., Panchkula by making a payment of Rs. 100/- at the counter or Rs. 150/- by post (Through postal orders/Bank Drafts of a Scheduled Bank payable to Secretary, Haryana Public Service Commission at Panchkula.
APPLICATION FORM
The application form along with necessary instructions, an acknowledgement card and an envelope for sending application is obtainable from the office of Haryana Public Service Commission, Bays No.1-10, Block-B, Sector-4,Panchkula by making a payment of Rs. 250/- for Physically Handicapped (Partially Blind) category of Haryana only(except those candidates who applied against Advertisement No.-6 dated 4-1-2009) at the counter or Rs. 300/-by post (through postal orders/Bank Draft of scheduled bank payable to Secretary, HPSC at Panchkula. No separate examination fee is to be sent with the form as cost of application form includes examination fee for all stages.
Note: Indian Postal Order or Treasury Challan or Bank Draft issued on or after the date of publication of this Advertisement till the closing date and payable to “Secretary HPSC, Panchkula11 will only be accepted by the Commission.
SUBMISSION OF APPLICATION FORM
Candidates should ensure that the duly filled application forms for admission to the Preliminary Examination must reach Commission’s office at Bays No. 1 -10, Block-B, Sector-4, Panchkula by post or by personal delivery by close of office working on or before the closing date i.e.21 -4-2010 failing which these will not be accepted. The Haryana Public Service Commission (HPSC) will not be responsible for any delay on the part of the Postal Department or Courier Agency and all the applications received after the closing date will be rejected outrightly. Incomplete application forms shall render the candidates ineligible.
